Wish this was available at a higher resolution to see more details, because the image seems to have a great story behind it.
In the background at the top, one can see buildings from a large (and possibly futuristic + distopian?) city. The concrete wall likely captures all of the water, and so whatever "seeps through" and collects on the bottom is left for the "outcasts".
